Early May saw the publication of The Renters Reform Act, a new piece of draft legislation for the Private Rental Sector. Should the legislation be passed – and it is expected to – later this year, it could change the landscape for landlords and tenants. James Richards, Partner at Maddisons Residential, offers deeper insight as to why we think it’ll be a positive change.

The Renters Reform Bill is long-awaited within the lettings sector, having been four years since the legislation was first pledged by then-Prime Minister, Theresa May. Over this time, it has stirred much debate among many parties.

The Bill aims to provide greater clarity across the Private Rented Sector (PRS), creating a smoother process for both landlords and tenants.

The measures proposed include:

  • Stronger protections against ‘backdoor evictions’
  • Abolishing Section 21 notice evictions (that have no reason given)
  • Tenancy agreements that are more secure
  • The right for tenants to request a pet in their property
  • The Decent Homes Standard applying to privately rented homes, to guarantee better housing
  • Clearer grounds for landlords to be able to recover property
  • A new housing ombudsman, to provide a swifter resolution to disputes

Whilst no date is yet available for when the Renters Reform Act will be voted on within parliament, the government does plan to have the Bill passed into law before December 2024.

We equally have a responsibility to our tenants in ensuring that they are safe, comfortable and happy in their rented homes. We’re pleased to see that the Renters Reform Bill will cater to both.

The legislation will give landlords and letting agents alike a workable foundation on which to support the PRS. Through our membership of Propertymark, we have been able to provide input on improvements or upgrades to the Bill and look forward to working with our clients in seeing this further implemented.
